NSFA, Panacan, Davao City- The City of Davao is declared peaceful and ready for further development (PRFD) after a Memorandum of Agreement (MOA) was officially signed by the city government officials; city PNP; and 1003rd Infantry Brigade, 10th Infantry Division, Philippine Army at Grand Men Seng Hotel, Davao City on March 16, 2016. The declaration was done during the festive commemoration of Araw ng Davao.
The said declaration was recommended by the 1003rd Infantry Brigade and city PNP that was adopted by the City Peace and Order Council. The said MOA was signed by Mayor Rodrigo R. Duterte and 1003rd Infantry Brigade Commander Col. Ricardo R. Nepomuceno witnessed by the following: EastMinCom Commander Lt. Gen. Rey Leonardo B. Guerrero; City DILG/City Peace and Order Council Secretary Atty. Melchor S. Quitain; 10th Infantry Division Commander Maj. Gen. Rafael C. Valencia; Sanguniang Panlalawigan Committee Chair on Peace & Public Safety Hon. Nilo M. Abellera Jr; and City Director PNP P/SSupt. Vicente D Danao Jr.
Other officials present during the signing ceremony were: Mr. Bong Go, Special executive Assistant to the Mayor; P/CSupt. Federico Dulay, Assistant Regional Director Police Office XI; and Hon. Rafael Alunan, former DILG Secretary.
Another highlight of the event was the unveiling of the Commitment Wall where the above-mentioned officials, invited guests and attendees signed their names as symbol of their commitment of support for the declaration of the City as PRFD.

Mayor Duterte, in his speech, thanked the AFP & PNP officials and the people of Davao in its joint efforts and cooperation in maintaining the peace and security of the city.
Meanwhile, Lt. Gen. Guerrero thanked the city government officials led by Mayor Duterte, government agencies, NGOs, and stakeholders for the unwavering support and cooperation extended to the Armed Forces of the Philippines. “Let today’s activity be an open and public manifestation of our unwavering commitment to our joint effort to sustain the normalization of Davao City until it is finally insurgency free. Rest assured that we in the Armed Forces will continue to work actively with all partner-stakeholders to firmly uphold the security of Davao City,” Lt. Gen. Guerrero said
