EMC Initiates Joint Planning and Workshop on Disaster Response


NSFA, Panacan, Davao City – Eastern Mindanao Command (EMC) conducts a Joint Planning Exercise and Workshop today until March 30, 2017, together with the Office of Civil Defense (OCD).

The purpose of the activity is to review and enhance the Humanitarian Assistance and Disaster Response (HADR) Plan 2016 “TAMBAYAYONG” of EMC, and enhance the coordination among its Disaster Response Joint Task Force – Eastern Mindanao (DRJFT-EM) units.



The planning and workshop has been attended by the officers and staff from subordinate units of EMC namely, 4th Infantry Division, 10th Infantry Division, 52nd Engineering Brigade, Naval Forces Eastern Mindanao, Tactical Operations Groups 10 and 11, 10th, 11th, 12th and 15th RCDG, 7th and 8th ARCEN, 7th NRCEN-EM, and Camp Panacan Station Hospital.

During the Opening Ceremony, Col. Adonis R. Bajao, EMC’s Chief of Unified Command Staff shared his experience when Typhoon Yolanda hit Tacloban way back in 2013. He expressed that during disasters, the military are also victims since their families are affected, but pointed out the “little things” the military could still provide, to assist other responsible agencies, such as prevention and preparation, and rescue and retrieval.


“Gamay ra atong mabuhat kay biktima man pud ta sa maong trahedya. Pero sa gamay nato na pamaagi, unsa atong himuon?” (We could only do little things because we are also victims of the tragedy. But in a little way, what could we do?)

Afterwards, the participants were oriented on Incident Command System by Ms. Susan Madrid of OCD.

AFP is the lead agency in Search, Rescue and Retrieval Cluster under the Thematic Area Disaster Response, which is being headed by the Department of Social Welfare and Development (DSWD).
