TWENTY-two days since the declaration of Martial Law, Eastern Mindanao Command (EMC) continues to be proactive and aggressive not only in the conduct of security operations in the whole area of responsibility, but also in Information Campaign, Stakeholders Engagement and Humanitarian Assistance in different areas under its Area of Responsibility to prevent the spillover of Marawi City incident and shield the Eastern Mindanao from terroristic activities.
A total of 9,480 checkpoint operations were conducted in the whole area of EMC, while a total of 106 security operations to secure vital installations and critical infrastructures were executed to shield them from sabotage. In addition, it has also established 3,628 Informant Networks to strengthen the monitoring against terrorism.
In the course of securing the sea lanes, the Joint Task Force “Haribon” is conducting profiling and registration ofbancas sailing along Davao Gulf, while the Bantay Dagat is being strengthened to secure the sea lanes from terrorism and monitor the entrance of evacuees. Apprehensions will be carried out to illegal and unregistered bancas along the Davao Gulf and other areas where illegal bancas are being monitored. Meanwhile, the Naval Forces Eastern Mindanao, in coordination with other agencies, is keeping watch over the territorial borders to prevent terrorism and their entry.
As a result of these security operations, 8 Maute supporters and members were arrested in the area of EMC. This includes the Maute patriarch Cayamora and Former Marawi City Mayor Fajad Salic. Their transfer to BJMP in Metro Manila together with other members and supporters (including the Maute matriarch), which were arrested in Western Mindanao was facilitated by the Command using a military aircraft as means of transportation.
58 Municipal LGUs in Eastern Mindanao also imposed curfews and being implemented by EMC troops in tandem with the Philippine National Police. This effort resulted to the apprehension of 53 individuals which were properly charge for violating local ordinances.
Total gun ban is likewise being implemented in EMC area. As of this date, there were three violators apprehended and charged for violation of the said ban.
At all levels, EMC units are engaging and reaching out to different sectors of society through different fora to appraise the people about martial law, reminding them that their rights and safety are the primordial concern. So far, there were 200 public information related activities that were conducted in the whole area of EMC since the declaration of Martial Law. Further, the EMC website and Facebook page is continuously posting Martial Law updates, whilst comments and suggestion can also be coursed through this platform. The public can also share their concerns through the Command’s hotline with numbers 09151307179 and 09085185385.
On humanitarian assistance, EMC has sent 2 missions already; 1 from the 10th Infantry Division that took off on June 3, 2017, while a navy ship also loaded with goods coming from different groups and organization in Davao Region sailed towards Iligan on June 2, 2017. On the other hand, the 4th Infantry Division which is more proximate to Iligan is in close coordination with the different organizations in Iligan and Cagayan De Oro to provide assistance to the evacuees. As of this report EMC has already assisted and profiled a total 7,506 Internally Displaced Person form Marawi City. (Cagayan De Oro – 6,867, General Santos City - 417, Davao City - 222).

As the implementation of Martial Law continues, it is expected that more arrests in the coming days as tracking and monitoring are intensified against the persons listed in the two orders of arrest issued by the Martial Law Administrator.

As it continues to conduct stringent security and law enforcement operations to shield its area of responsibility, EMC again asks for the continued cooperation and support as the Command strives to make Eastern Mindanao safe and secure for everyone.
