EMC Implementing Proactive Security Measures during Martial Law


NSFA, Panacan, Davao City - After the declaration of Martial Law, the task given to Eastern Mindanao Command is to prevent diversionary attacks in Eastern Mindanao and to pursue terrorists seeking refuge in the AOR, while protecting Human Rights and observing the Rule of Law.

With the intensified security operations, the Command was able to carry out its mission. Business remains vibrant in the region through the security arrangements and the active inter-agency operations of the military and the police. Further, the Kadayawan Festival of Davao City, Hilaga-ay Festival of Cagayan De Oro City, and other events held in the region were concluded peacefully.

To date, EMC units conducted 50,979 checkpoint operations all-over Eastern Mindanao under Martial Law, while 36,169 security patrols were also conducted to protect areas of convergence, worship areas, and events. 

Likewise, security operations were conducted to secure vital installations and critical infrastructures to shield them from sabotage.

Looking beyond Martial Law, EMC is continuously strengthening the border security to prevent terrorism, violent extremism, and other crime syndicates from entering the country via the southern border. The Command is in the process of operationalizing the Inter-Agency Border Security Coordinating Council composed of different agencies and LGUs through a Memorandum of Understanding among involved agencies.

EMC has conducted a Multi-Sectoral Forum in Davao City on August 23, 2017, to gain inputs and recommendations from different sectors in order to strengthen, and draw support to the Command's endeavor through an awareness campaign on countering violent extremism. This will also be replicated in different regions within the AOR to reach the different sectors in the grassroots level.

With Martial Law mechanisms emplaced, backed-up by the vibrant support and vigilance of the people and communities, EMC will be intensifying its efforts in protecting the communities from harassment and coercion by the NPAs.
