According to Cpt. Al Anthony B. Pueblas, Spokesperson of the 402nd Infantry Brigade, that the victim was identified as Edgar Rosal Panisan, 40, was shot to death by members of the Communist Terrorists operating in Agusan del Norte. Panisan is the first councilor of Brgy. Mahaba, Cabadbaran, who is also an active member of CAFGU of the said barangay.

“While serving his constituents during their Brgy fiesta celebration, the victim was shot by the NPA hitting his left chest which caused his instantaneous death,” Cpt. Pueblas said.

"We strongly condemn the CNTs. This terroristic & criminal act is their treacherous way to show their unreasonable cause. An honorable local official being no.1 in the latest Brgy council election is a manifestation that indeed Kagawad Panisa is loved by the people. CNTs tell all lies and false accusations. We will ensure that justice will be served," Lt. Col. Gleen Joy Aynera, the Commanding Officer of 29IB said.

Meanwhile, BGen. Franco Nemesio M. Gacal AFP, the Commander 402nd Brigade said that the incident is plain murder and an attack against the people of Brgy. Mahaba, Cabadbaran City.

"The victim was a duly elected official and was serving well his constituents. The NPA should stop this senseless killing and adhere to the provisions of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law."
