
The Kaibigan Pabahay Program (KPP) with the theme “Pabahay alang sa kahamogaway nga panginabuhi,” initiated by the 71st Infantry (KAIBIGAN) Battalion under the leadership of LTC SONNY GONZALES in partnership with the Provincial Government of Davao de Oro, Local Government Unit of Mabini, Sto Niño Parish headed by Fr. Emerson Luego and other stakeholders.
The KPP aims to cater to the needs of the five (5) former members of the UGMO and contribute to the whole process of consolidating and developing the area towards a peaceful and conflict resilient community.

The activity was participated by Hon. Halima Muñoz, Vice Mayor of Mabini, Municipal Councilors, and Brgy. Captain of Cabuyoan, Hon. Romeo Aban to officially break ground on the construction of five (5) houses.
“Today, in breaking ground on the construction of five (5) houses, we are opening a new chapter in the history of progress in the Municipality of Mabini. We are coming together to develop and revitalize to give a new lease of life to help our former UGMO members, as we are laying the first blocks of a new Housing Unit,” Lt. Col. Gonzales, said in his message.
The advent of Community Support Programs in various local communities including Brgy. Cabuyoan of Mabini, one of the operational areas of 71st Infantry (KAIBIGAN) Battalion ushered the effective peace and development and programs initiated by Local Government Unit (LGUs) and private stakeholders which led not just to the creation of the two (2) tourist destinations located in the same municipality but also to the construction of five (5) Housing Units with funding from the proceeds of the "Kaibigan Sikad Para sa Kalinaw 2020: Bike for a Cause" initiated by the 71st Infantry (KAIBIGAN) Battalion on 24 October 2020. It can be recalled that the said areas were the former lair of the NPAs. Massive CSP and relentless combat operations were launched in these areas and eventually, were cleared from CTG influence.

From being a former red area, the place is set to be now peaceful and developing as peace stabilizes in the area, development comes in.
Lt. Col. Gonzales strongly believed that the best way to counter-insurgency operations is for the Local Government Unit (LGU) to provide the communities especially those in the conflict areas, and above all, make these communities feel that the Government is always there to protect their rights and provide them with basic services.
"Collaboration and strong partnership (CSP) between the military and various peace stakeholders will result in noble undertakings such as this. Truly, getting our acts together is a true manifestation that the "Whole of Nation Approach" in ending the local armed conflict is very much alive in this part of the country. As we vehemently believe that peace and security is a shared responsibility," Lt. Col. Gonzales added.
