NARRATIVE OF EASTMINCOM’s TRANSFORMATION ROADMAP
The AFP Transformation Roadmap provides a clear understanding of the EMC’s operational concept of a joint and fully mission-capable organization in areas of Internal Security Operations (ISO), Humanitarian Assistance and Disaster Response (HADR), Territorial Defense (TD), and International Defense and Security Operations. Likewise, it strengthens the development of the capabilities needed to successfully implement the Internal Peace and Security Plan “Bayanihan” 2011-2016 to contribute to the attainment of just and lasting peace in its area of responsibility. This became the basis of the value chain analysis and change agenda that led to the crafting of the EMC Transformation Roadmap.
The EMC Transformation Roadmap is a reform strategy which delineates initiatives to transform EMC into a strong and credible institution founded on good governance, transparency, and accountability. It is a mechanism which identifies EMC organizational gaps in terms of system, process, capability, personnel and it is geared toward capability development and professionalism.
EMC Transformation Roadmap adopts the Performance Governance System (PGS) that is based on the methodology of the “balanced scorecard,” a management reform and evaluation tool developed at Harvard Business School. The balanced scorecard process translates organizational strategy into concrete and quantifiable outcomes by measuring whether the operational activities are aligned with the attainment of the end state and longer-term objectives and strategies.
Strategy Map
The Strategy Map outlines the Command’s comprehensive strategy towards the achievement of its mission. It defines the vision, mission and core values. It is composed of sets of integrated and mutually-reinforcing strategic objectives balanced across four perspectives: Constituency, Core Process, Learning and Growth, and Finance and Logistics.
Mission
The Eastern Mindanao Command has a clear mandated mission, which is to conduct joint operations against all security threats in the AOR to establish a physically and psychologically secure environment conducive for sustainable development, progress and prosperity. With such mandate, it is clear that its core purpose is to protect the people and the state.
Core Values
Business Dictionary defined Core Values as principles that guide an organization’s internal conduct as well as its relationship with the external world. Hence, in carrying out the mission and the transformation it needs, the EMC demands from its members not only specialized knowledge and skills, but also a distinct lifestyle governed by commonly held belief-system, containing non-negotiable enduring core values in the profession of arms and value that defines a soldier's daily existence, acts and deeds. These core values are:
Honor is the military's crowning value, the hallmark of military conduct, the quality of the soldier's consciousness of personal dignity and self-worth.
Patriotism is the resonating love of country to include loyalty, courage, and allegiance to the Constitution.
Service which includes professionalism and excellence; resourcefulness and dynamism; dedication and commitment.
Strategic Objectives and Strategies
Based on the analysis and assessment during the crafting of the EMC Transformation Roadmap, strengths, gaps, weaknesses and vulnerabilities were identified as the basis of setting the objective that needs to be achieved.
In the Finance and Logistics perspective, there is a need to Enhance Effective Programming and Budgeting System thru responsive financial management to ensure fairness, accountability, transparency and judicious utilization of resources for the implementation of the Command’s programs, activities, and projects.
Ensure Compliance to Logistics and Procurement Policy to achieve timely procurement and delivery of mission-essential equipment; as one of the identified gaps which greatly impacts and delays the delivery of EMC’s mission-essential equipment is the non-compliant to logistics and procurement policy.
Learning and Growth perspective identifies human capital, information capital, and organizational capital that supports the process and defines how EMC will implement its strategy. Within this perspective, EMC shall Ensure Effective Human Resource Management in order to address the gaps on personnel management for more competent, disciplined, professional and motivated personnel. This will be accomplished through responsive personnel joint trainings, career advancement, and promotions.
EMC exists in order to provide Command and Control over tactical and operational units of Major Services deployed in its Area of Responsibility. It is for this reason that a Culture of Jointness must be institutionalized and enhanced at the Command by integrating joint operations planning and execution concept, as well as ensuring unity, cooperation, and harmony with EMC’s operational and tactical control units.
While the country is facing an evolving threat to cyber security, it is imperative that EMC should Establish an Improved Communication and information system to ensure efficient and timely delivery of information and sustain integration, interoperability, and security of all information. The Command shall explore means to continuously develop personnel highly specialized in Cyber Operations to be more attuned and competitive with the present demand of communication and information technology.
To attain precise information needed for planning and decision-making, the Command shall Ensure Effective Conduct of Intelligence, Surveillance, and Reconnaissance (ISR). This objective will be accomplished thru the development and enhancement of the Command’s intelligence capability.
To ensure consistency and to harmonize all generated plans, the Command shall Ensure Deliberate Plan Review Process and shall institutionalize the Joint Operations Planning and Execution System (JOPES) operational concept.
The EMC shall continue to Strengthen Joint/Interagency collaboration and partnership with stakeholders toward national development and lasting peace in the region. Moreover, the Command shall Sustain Relationship with Foreign Countries by pursuing strengthened bilateral cooperation, enhanced military defense and security cooperation, and cross-border cooperation to prevent any acts which impacts national security.
In order to effectively and efficiently perform its core mandate, the Command shall have a responsive command, control, communication and computer (C4) system that will Integrate Land, Sea, and Air Operation and Strengthen Capability to Execute Joint Operations amplifying operational tempo and enabling a fully mission-capable Unified Command.
With these objectives and processes, the organization is optimistic to attain a fully Mission-Capable Eastern Mindanao Command in ISO, HADR, TD, and IDSE and shall contribute to the overall transformation of the AFP into a world class by 2028.
